When my daughter came she was terrified of dogs -- in her country only the police and soldiers had dogs and they were used as weapons. Not only would she not approach my two small Shelties (miniature collies) but she sobbed and begged me to stah=y away. After about four months with no improvement I took them to the groomer to be shaved down. (I had not been able to groom as regularly due to her fear.) When I brought them home, she loved the new "smooth doggies" and willingly walked and played with them. Maybe if you shaved the cat?
